I am new to the renting game so here is my story. I gave the rental agreement unsigned my tenants/roommates before they moved it. I have waited to make them sign it because from the beginning there was a problem child. These are mostly freshman in college. One girl that shares the room with another borrowed there was a tiff and the girl who has been a problem from the get go says she is moving out that night. At that time 10/16, I make her sign a noted saying that she is giving me 30 days notice and have all her stuff out by 11/15. and will get half of her deposit back. She paid rent until the 10/30. My justification is that she has paid rent until 10/30, she will owe rent until 11/15 which I will take from her deposit then leaving 1/2 of the deposit to be returned to her. I am wrong in this?

there are several problems here. First, never let anyone move in without a signed lease agreement. If a person does not like the terms of the lease, find another renter. The lease or paper you had the tenant sign, does not sound very thourough. Lease agreements need to spell out terms and conditions very clearly. On the 30 day notice, if she only paid rent for the next 15 she should pay rent for the remaining 15 days.
Holding on to the deposit maybe ok. Every state has different rules and laws regulating when deposits can be held. This should have been spelled out in the lease agreement. That is a lesson for you. Welcome to the rental world. Never let tenant move in without signing the lease. The lease should spell out the rules for the security deposit. Depending on the state you are in, the tenant may have to forfeit their deposit if they decide to move out before the year is over.
