I have a rental property in a bad neighborhood.  (bad purchase, I know).

I keep the house in good condition.  It has a large fenced in yard etc.  The problem I have is finding some one that wants to live in that neighborhood that has good credit.  I finally found a tenant that keeps the lawn mowed and keeps the house clean but they won't pay the rent.  Any suggestions?

Shannon, you need to find an new renter.  It is good that the current keeps the place clean, but that doesn't pay your mortgage.  If they do not come current on their rent, evict them and find someone else.

Shannon, maybe you want to look into a Section 8 renter for the house?  They're not all like the stereotype, some can be very good tenants, and the money is partially guaranteed.
