Hi and thank you for the info.
 
I have a question. I have a guy who rents from me and is telling me he has some issues I have to address, however I can't get back there to check the electric and plumbing because he has dogs inside and works.
When he told me of his day off I had some one there but he took off and told me later by law I have to give him a 4 hr. Window. What do you do when they won't co operate?

Thank you for your question.  I first suggest look at your lease agreement.  Usually there is a provision about landlord's enter the property and about repairs.  The four hour window - I don't know about.  That may be a State law or he could be full of it. 
 
Ask him bluntly if he wants the repair taken care of.  He needs to co-operate or you really can't fix anything.  Document the time and days of your conversations with him.  Also, document your attempts to inspect the rental property. 
 
Documentation is always good to have in case the issue becomes worse.
